Setting Locale (Timezone) in PHPR 10.5

What is the process for setting a Locale (Timezone, mostly) as India? I have followed a previous tip, and put
setlocale (LC_ALL, 'en_IN');
In the AfterAppInitialized event, to no effect.

I also tried Regional Setting as English(India) to no effect.
