 Basic Rich Text Editor Not Loading Under Any Browser

Hello:
phprunner 10.4 - build 35295
Linux VPS - PHP Version 7.2.31
Trying to use the basic rich text editor for the first time in a 10.4 project for a text area.
I've selected the basic rich text editor under the designer page but it only presents a "blank" area under any browser (chrome, firefox, edge, IE) - the basic rich text editor does not loaded onto the page - the data from the field is not presented and there is no way to edit the text area field.
If I uncheck the Use Rich Text Editor box the field appears as a normal text area to edit.

So for some reason, when I checked the Use Rich Text Editor on the design page, then did the build and the upload using "Upload changed files only" the RTE directory in the include files was not uploaded by PHPRUNNER.
I discovered this in reviewing the output directory on my laptop versus was uploaded by PHPRUNNER on the server.
I redid the upload using "Upload all files" and the problem was resolved.
