Maintaining language format

To use languages in the front end of my application I have edited/renamed pages from those produced by AspRunner Pro. The new pages use different words so I have created an additional set of language files that are loaded independent of AspRunner's just for the front end.
Everything is functional, or was up till last night. Today when I viewed translated pages I see errors instead.
The new laguage words were saved as Unicode in Notepad and later copy'n'pasted to the relevant language file using Frontpage which, upon being saved, converted each character to its ascii equivalent. For me while viewing on a computer using english as the machine default the translated text in the front end looks great. But in the admin pages which use the transalations added by AspRunnerPro I now see text like "ÇááÛÉ" for arabic.
So I am wondering what is the best setup and method for editing languages and maintain that they can be read on the visitor's computer, regardless of language?

please clarify which files did you edit.

What do you mean by "converted each character to its ascii equivalent" ?
Do you see the correct arabic text on your pages when choosing Encoding -> Arabic(Windows) in your browser ?
You can send the modified file to support@xlinesoft.com and specify where the modified text reside.

I didn't edit any files used for admin such as product_listing.asp. Instead I used these pages to create pages for public viewing. But now I don't see the font correctly in the pages that I didn't edit.
I am wondering if it has something to do with installing Windows Multilanguage files? Was a default overwritten that may have been set by AspRunner?

Since I installed Windows support for multiligual fonts, I can no longer read AspRunner languages such as arabic.

ÞÑíÈÇð is no longer converted to what it should be.
What is the code/font type that should dsplay "ÞÑíÈÇð"?

What have I broken?
