webreports.php not working? buttons dead?

I have phprunner enterprise 9.6 and I'm trying to use webreports for the first time. The buttons on page webreports.php all direct to # and do nothing when clicked.
I'm also using dynamic permissions if that makes any difference and see no way to set my login as the web reports administrator.

Is "Web Reports" square inside the MISC section ACTIVATED resp. checked?

yes, it is activated and does generate a menu item in my project that links to webreports.php
I do not have the item in screenshot #4 because I'm using dynamic permissions. So, do I need to switch back to static permissions in order to use this feature?

... workaround, go to STATIC permissions, activate as suggested and load up files,

just to make sure, the webreport.php as above is physically on the server, then go

back to DYNAMIC permissions again. As NO icon exists for web reports & charts, you

would either need to manually call the panel by calling the URL above or place a link

to it inside the pages. Go to admin area then, activate those tables you want to include

in reporting&charting to be able to create reports/charts.
