Database Refresh Triggers Full Site Upload

If I just replace my database (ms access) and rebuild my site, it triggers all 800+ files to be uploaded, eventhough I check 'changed files only'. I have only refreshed my data, no structure changes were made.
Is this expected behavior, and can I just overwrite the database on the server without 'building' ?

Probably some settings in project file were made or you have changed output directory.
If nothing has changed you can simply upload updated database file.
