How to convert url of view pages to their titles

Hi friends,
I'm gonna create a news website and I wonder if there's a easy way to convert or rewrite the URL of view pages to their titles..to clarify what I mean..I give you a exampel:
If we have a page created by PHPRunner and the view page's address look like this: www.mydomain.com/news_view.php?editid1=362

wouldn't it be more professional if the same page rewrote it's page title into the page's URL?...if the pages title is "Tomorrow will rain in London".
The URL will become like this: www.mydomain.com/Tomorrow-will-rain-in-London
Any help will be greatly appreciated!
