Error connecting to Oracle10 ODBC

I have an application that runs on Oracle8 and windows 2000 today.

I want to transfer it to use a ora10-dbserver and windows2003.
When I try to connect to the application through my website on the new server,

I get the message "Specified driver could not be loaded due to system error 5 (ORACLE IN ORACLIENT10G_HOME)."
In my connectionstring, the only changes I've made, are entering the new database-entry and the name of the ODBC driver. Is there anything else I have to change?
What is system error 5???
-And does any of you have the solution to my problem?

When I compare the old and new environment (ora8.1.7 against ora10g), I find that the old one has the file oraodbc.ini while the new environment doesn't.
Should oraodbc.ini exist also in my new environment?

Could this file mean something regarding beeing able to connect or not?

Hi,
please try to give Read and Execute permissions on Oracle home folder and all subfolders and files to Everyone on your Windows 2003 server.
If it doesn't help make sure that Oracle ODBC driver on your server is set up properly.
Are you able to connect to Oracle in your ODBC manager?
