PHPRUNNER 6 Always Does Full Build and Uploads All Files

PHPRUNNER 6.0 Build 9072
Began working with PHPRUNNER 6.0 Build 9072 - attempted to migrate PHPRUNNER 5.3 Build 7474 project but there were complications.
Restarted from scratch - re-entered project from scratch under a new PHPRUNNER 6.0 Build 9072 project.
Even though FULL BUILD is NOT checked - PHPRUNNER 6.0 rebuilds 431 files even when no changes are made.
For the FTP - the Upload All Files radio button is always pre-selected (again even if no changes were made) and even when changed to Upload changed files only PHPRUNNER 6 does a complete upload of 462 files (include templates, etc. that have never been changed). I'm using SFTP (FTP over SSH) Port 22 as I do under PHPRUNNER 5.3 without problems.
