 CSS for Paris template Paris color scheme PROBLEM

I have a project that is compiling the same CSS over and over when using the Paris template and the Paris color scheme. This is causing menu sub-links whether tree or non-tree settings to show up in another place on the screen when moused over, making them unusable because the sub-links in a tab can be seen but not reached by a mouse to be selected.
In another project I am using the Paris menu but the Amsterdam color scheme and the CSS loads just what is needed for the Horizontal menu but Paris template with Paris color scheme keeps doing the following and throwing off my tab sub-links.
I have RESET the Menu in Editor and it makes no difference. I look at the templates in the project but they look "okay" so I am first assuming that I am having a master core file problem unless you can tell me other sources to modify the offending file that creates this on a build or re-build.
