Paging problem

I now have a problem with one Details page that contains 282 records. The links are not keeping track of the pages. I have the default page setting for 20 records per page. It will take 15 pages to display them all. I have tried outputting this site with the "Move Next option" selected and unselected-- it makes no difference in this problem.
I get 10 numeric page links but no "Next" or "Last" links. When I go to the 10th page I get a "Next" page link which takes me to the 11th page. And then no more options. I see the previous 10 pages as numeric links to go back but Clicking "Next" doesn't go any farther because it is still referencing page 11.
This is a two language site. So if I start looking at the List page in German this is my situation. Or if I start looking at in English. But, if I now Change the Language setting when the page refreshes I get the Next and Last links plus 11 12 13 14 15 but after using any of those links it reverts back to 1 2 3 4 5 6 7 8 9 10 and the same situation as before. Here is page code from the German language page where the next link stays at 11 and there are no more page options to go farther, such as 12, 13, 14, 15.
