Tool Tip and Picture icon with Tab Name

Hi
How can I do the following:

1. How can we display fields tool tip on fixed position on the page
   
2. How can we assign jpg pictue icon with Tab Name
   need you guys help as these options are not direct but I hope some workaround can be done for this.
