Using custom label or mlang tag in Header

I checked the forum. There was another post with the exact same question but alas no answer to it.
I cannot seem to get {$custom CHANGE_LOCATION} in the header on a button label. It does not convert to anything it just displays {$custom CHANGE_LOCATION} as the button label.
I tried adding a message tag in the ENG.LNG file and putting the {mlang_message tag="CHANGE_LOCATION"} in the label value but it just shows {mlang_message tag="CHANGE_LOCATION"}
Is there an issue with using this in the header or footer??.

How do I get a multi-language value on a button Im using in the header.

Sorry to be a nag on this one. I really need the tip on how to use custom labels on the login page and the other login related output(register, change password, etc etc.) If it is not possible then I will have to find some sort of workaround. Suggestions more than welcome.

Please Please Please, I know I am being lazy, I just didnt want to spend a lot of time on this if it is a known issue.

Custom labels in header or footer??. I cant get them to work.
