Front Page 2002

I read the instructions on the forum for an earlier versions but that does not seem to work for me. FP2002 makes the subdirectory a web folder and then I try to import then publish. I can see the new directory and the files on the web server but I can not open the page. I get "page not found". What am I doing wrong. I can view the pages just fine on the local machine.
