Dependant Dropdown design

I have noticed something peculiar in how the dependant drop down select function works.

I thought I would pose the question, if it is by design, or if there is something I can do to alter how the function works.
I have three select controls on my deficiency page.

1. Zone Here I set the zone.
   
2. Area Area is dependant on zone
   
3. Location location is based on Area.
   The issue is. If I select a zone, and there is only 1 area linked to it, then it automatically shows in the Area picklist. But I want the Please Select choice to force the user to pick a choice.
   Now it works perfectly if I have more than 1 area that links to the zone. If there is only one area that is linked to the zone then it display it in the Area picklist.
   Is there something that I can tweak to get it to display the Please Select choice even if there is only one area that is linked to the zone.
