I think could do that using the visual editor in HTML mode.
If you added a table with one column the PHPrunner build would build a number of ****.php files
Pick one of the files

Delete most of the content

Add your code

Then save it.
That would essentially be a PHP program which you could call from a Button or ???

The name of the program would not be consistent with the contents ... something like list_newtable.php which would contain your program
Never tried it, but I don't know why that wouldn't work

but i am trying to build it in a uploading file manner . a file with proper php content...
