No menu.php file

I just published a build to my website and discovered that there is no menu.php file which is where the index.htm file points. I have gotten around the problem by changing the index.htm file to point to a _list.php file. I have deleted and re-published the build several times but continue to have the same problem. Is this a bug or am I doing something wrong?

  1. Is the "Menu Page" in the Theme Tab .... the step just before visual editor
  2. Does it appear on the EVENTS TAB under Global Events

    Yes, it is in the Theme Tab.

    Yes, it is under Global Events.
    I have done a number of successful builds in the past but they always used a login page. This is the first build without a login page and the first time I have had this problem.
