Using Admin Group under Static Permissions

I have set up a small phpr program. I am using static permissions and checked the box ADMIN Group
I cant figure out how to assign a user to the admin group
I just want a single admin for this system

Hi,
just add new user to the Users table with admin value in the GroupID field.
