Urlencode and Urldecode how to implement?

I am having field in HTLM format using FCKEditor which is saved using urlencode. I need urldecode before next didplay/edit but I do not know where to put urldecode PHP function in PHPR 5.1 script.

Hi,
use custom format on the "View as" settings dialog on the Visual Editor tab.
